The Detroit-Wayne Joint Building Authority owns and manages the Coleman A. Young Municipal Center, a vital hub for governance in Detroit, MI. Its primary tenants include the executive and legislative branches of the City of Detroit, Wayne County’s Third Judicial Circuit and Probate Courts, and clerks for Detroit and Wayne County. The authority is committed to ensuring the security and welfare of elected officials, tenants, employees, and visitors. It plays a key role in maintaining and managing this essential municipal facility.

Role Description

  • The Chief of Staff (CoS) is a high-level strategic advisor and operational lead responsible for executing the Detroit Wayne Joint Building Authority’s vision for the assets under its management; including the Coleman A Young Municipal Center (CAYMC), Spirit of Detroit, and other existing and future assets. This role serves as a force multiplier for the CEO and the Board of Commissioners by managing complex projects while ensuring organizational alignment across departments, stakeholders, and external contractors. The CoS manages high-stakes, inter-agency relationships, oversees procurement efforts, ensures the DWJBA remains responsive to its constituents, and maintains strict compliance with City, State, and Federal requirements.

Key Responsibilities

  • Project Management & Capital Execution  
  • Capital Improvement Leadership: Collaborate with the team to coordinate with major contractors to oversee the execution of capital improvements  
  • Bonding & Finance Support: Assist the CEO and project team with managing the municipal bonding process, ensuring all technical documentation is prepared for market readiness.  
  • Operational Redundancy: Ensure distributive knowledge across all project teams to prevent siloing and that the DWJBA functions seamlessly at all times.  
  • Property Management Support: Collaborate with the property management team to ensure the tenant responsiveness is on par with excellence in service delivery and aligned with organizational goals.
  • Governance & Inter-Agency Liaison  
  • Stakeholder Relations: Serve as a primary point of contact for City of Detroit and Wayne County officials regarding DWJBA projects and leasing agreements.  
  • Leasing Strategy: Support the CEO in securing long-term lease renewals.  
  • Compliance Oversight: Ensure the Authority maintains a "zero-defect" culture regarding policy and legal standards.  
  • Operational Excellence  
  • Contract Management: Serve as the point-of-contact for all major service providers to ensure stability and "Best Value." Ensure that contracts are re-bid on a regular schedule of every 3-5 years.  
  • Budget Tracking: Partner with the professional accounting team to assist in driving financial efficiencies.  
  • Business Inclusion: Partner with the established team to ensure procurement efforts prioritize Detroit- and Wayne-County based businesses.  
  • Events Support: Provide oversight for the strategic execution of events, both those hosted and sponsored by DWJBA.

Other Duties as Assigned

Minimum Qualifications

  • Education: Bachelor’s degree in Public Administration, Urban Planning, Architecture, or Engineering. Master’s degree preferred.  
  • Experience: 5–7 years in project management, property management, public administration, or construction management.  
  • Skills: Proficiency in budget development, technical project oversight, and strategic communication.

Compensation

  • Salary Cap: $135,000 (Commensurate with experience)
