MAJOR DUTIES AND RESPONSIBILITIES  

The CoS is responsible for developing guidance, policy, and plans to align short and long-term operations with agency policy and strategic priorities. The incumbent is also responsible for the overall management of the AC’s staff and related activities and ensures the effective operation of the AC’s Office. This is a collaborative role, responsible for working across the agency to develop mutually beneficial partnerships in support of mission achievement. The CoS has significant autonomy and has a highly skilled team at their side, who will ensure all tasks and responsibilities are triaged, completed, reviewed and transmitted accordingly. The incumbent will use creativity to address challenges while collaborating with business partners and peers across CBP, DHS, OFAM and other federal agencies.  

The position’s duties also include:  

  • Representing the AC and Deputy at high level technical meetings and conferences with individuals from other Federal agencies, business and industry executives, Members of Congress, and high-level representatives of various private sector groups  
  • Ensuring the AC and Deputy are provided with authoritative and current information for use in making policy decisions affecting the highest levels within DHS, CBP, other Federal, and state, local and tribal agencies.  
  • Directing daily operations to ensure the AC and Deputy are prepared with necessary materials and information to facilitate timely and accurate decision making on a wide range of complex and sensitive issues relating to OFAM’s mission.  
  • Developing and overseeing the implementation of OFAM’s Fiscal Year Strategic Plan.  
  • Developing guidance, policy and plans to align short and long-term operations with agency policy and strategic priorities.  
  • Working closely with the administrative staff to ensure continuous improvement(s) to front office processes such as tracking of correspondence and scheduling meetings.  

Overseeing and managing the day-to-day operations of OFAM’s front office to ensure that organizational functions are prioritized and effectively planned to meet agency goals and objectives. Aiding and ensuring proper coordination in response to inquiries from Congressional staff, FOIA requests, briefing papers, talking points and general correspondence. Supervising the administrative staff that directly support the AC and Deputy; assign tasks and responsibilities; coaches and develops staff and monitors and evaluates performance of employees. Supervising and directing subordinate division chiefs in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities.  

The incumbent will serve as a chief facilitator establishing a framework for strategic implementation that can be executed and monitored. Incumbent will develop annual business plans that detail initiatives to be accomplished in support of strategic achievement. The incumbent will provide advice and evaluate proposals, recommendations, and reports requiring the AC’s approval. Upon completion incumbent will furnish the AC with recommendations for action, including fully documented conclusions. Coordinate and ensure through collaboration, that OFAM’s systems, structures and culture are aligned with the strategic plan and values. Recommend and implement initiatives or actions as required to ensure alignment for developing performance plan goals for OFAM Senior Leadership Team and subordinate GS-14s and GS-15s. Through discussion the incumbent will relay instructions from the AC to CBP senior level officials and ensure that they are fully apprised of the AC’s views on various issues
