THE POSITIONThe mission of the Richmond City Council (RCC) is to represent citizens in creating and amending local laws, providing government policy and oversight, and approving the city budget. For more information about RCC, visit the About Richmond City Council website.The RCC is seeking a Chief of Staff to facilitate effective decision-making, coordinate the execution of strategic initiatives, provide administrative coordination for RCC offices, and lead RCC staff.The Council Chief of Staff is a professional, managerial, direct supervisory position responsible for strategic management of the RCC Office and CCOS Staff, including developing staff and program- level strategies, setting priorities, problem-solving, and providing leadership to ensure optimal support for Councilmembers in the execution of RCC initiatives and responsibilities.Reporting to RCC with direct oversight from the Council President and/or Vice President, the incumbent will build relationships and serve as a communication and policy liaison between the RCC, the Mayor's Office, City Administration, Council staff, and the general public. The incumbent will provide oversight of expert consultation and support in the analysis of City policy, and assist individual Councilmembers with navigating City legislative and administrative processes, and procedures.DUTIES INCLUDE BUT ARE NOT LIMITED TOAssisting with communicating the Council's vision and implementation of City Council's mission; Coordinating with City Council in planning policy development and implementation through the execution of the budget and other policiesActing as a strategist and coordinator of successful interactions and relationships with Council-appointed agency heads, the community, and citizens of the City of Richmond. Assisting the Council in communicating these strategies both internally and externally; Directing and overseeing short-term and long-term planning and budgets based on broad goals and objectives. Assisting with setting overall objectives for Council appointed agencies;Assisting the City Council in the annual evaluations of Council-appointed agency heads based upon approved work plans. Conducting, with instructions/input of Council, any necessary follow-up;Providing general management and control over the affairs of the City Council; Coordinating the tracking of legislation; communication of public information; preparation of the legislative agenda and representation at the General Assembly;Defining goals and metrics; developing actionable plans and managing work to achieve desired outcomes;Identifying and anticipating organizational issues; generating resolutions;Providing supervision and administrative oversight to direct reports by providing leadership; meeting with employees; addressing and resolving personnel issues and problems, and developing and preparing performance evaluations;Making recommendations for hiring, promoting, transferring, and discharging Council appointed agency heads and direct reports;Coordinating various City Council agendas, retreats, work sessions, and budget meetings; Developing and monitoring Council's operating budget; recommending budget amendments to the Council; coordinating budget policy analysis;Providing coordination, supervision, and analysis for the City Council's Budget review process of the Mayor's Proposed Biennial Plans (Budgets);Assisting the City Council with the development of the Council Budget amendments for the City's Biennial Fiscal Plan;Developing and implementing processes to ensure Administration's compliance with Council amendments to the Biennial Fiscal Plans are followed;Serving as the liaison between City Council and City Administration;Helping to coordinate the process to address constituent services, needs, and requests made to the City Council, as well as other customer service delivery issues;Producing reports and executive briefings at the request of the City Council;Developing and maintaining appropriate operating manuals and policies that deal with the day to day operations of the Council;Performing other duties as assigned by the City Council. The incumbent may be required to perform related duties after working hours to attend Council, commission, work, and other meetings, as needed.QUALIFICATIONS, SPECIAL CERTIFICATIONS AND LICENSES MINIMUM TRAINING AND EXPERIENCE: Bachelor's Degree in business administration, public administration, finance or a related field;Ten years of progressively responsible related experience that includes significant management experience as well as extensive experience in providing leadership; strategic planning; human resources; budgeting; problem-solving; policy development and other related support functions;A Master's Degree in a directly related field is preferred;An equivalent combination of training and experience (as approved by the Council) may be substituted to meet the minimum qualifications of the classification.PREFERRED TRAINING AND EXPERIENCE:Experience working in federal, state, or local urban government; Experience working with elected officials is a plus;Executive management level experience is strongly preferred; Microsoft Office Suite experience;Experience with presenting to various groups.KNOWLEDGE, SKILLS, AND ABILITIES:Comprehensive (10 years or more) knowledge of federal, state, and local codes, ordinances, and laws pertaining to the functions and roles of the City Council and its appointees. In-depth knowledge of functions and roles of the City Council and its appointees. Considerable knowledge of financial management. Skilled in analyzing problems, and identifying and implementing solutions.Skilled in providing leadership and overseeing all aspects of a program or project to completion. Skilled in strategic planning and coordinating budget development and adoption. Skilled in interpersonal communication, both oral and written. Demonstrated ability to think critically and prioritize time-sensitive projects to ensure continuity of service and programs. Experience creating and implementing a shared vision with staff. Experience professionally representing a department and organization. Ability to work with integrity and sound judgment.
